We hold that the advance of artificial intelligence is a matter of national consequence — and that America's task is not only to lead, but to lead in a manner worthy of a free and self-governing people. This framework is therefore offered, in good faith and without partisan interest, to the public and to those entrusted to serve it.
Artificial intelligence is the defining technology of this century. The question before the nation is not whether it will reshape our economy, our security, and our daily life — but whether America will shape it first, and shape it well.
This initiative advances a single proposition: that American leadership in artificial intelligence and the broad sharing of its benefits are not competing aims, but one and the same. A frontier we lead is a frontier we are able to steer.
It seeks to unite builders, workers, researchers, and communities behind a coordinated plan — one that accelerates innovation, prepares the nation for the transition ahead, and earns public trust through demonstrated safety and transparency.
This is a proposal-stage initiative, offered in good faith to the public and to those entrusted to serve it. It is the property of no party and no agency. It belongs to the country.
