We hold that the advance of artificial intelligence is a matter of national consequence — and that America's task is not only to lead, but to lead in a manner worthy of a free and self-governing people. This framework is therefore offered, in good faith and without partisan interest, to the public and to those entrusted to serve it.
Artificial intelligence is the defining technology of this century. The question before the nation is not whether it will reshape our economy, our security, and our daily life — but whether America will shape it first, and shape it well.
This initiative advances a single proposition: that American leadership in artificial intelligence and the broad sharing of its benefits are not competing aims, but one and the same. A frontier we lead is a frontier we are able to steer.
It seeks to unite builders, workers, researchers, and communities behind a coordinated plan — one that accelerates innovation, prepares the nation for the transition ahead, and earns public trust through demonstrated safety and transparency.
This is a proposal-stage initiative, offered in good faith to the public and to those entrusted to serve it. It is the property of no party and no agency. It belongs to the country.
A coordinated agenda to sustain American leadership at the frontier while ensuring its gains are broadly and fairly felt.
Sustain investment in research, computing, and energy infrastructure, so that the most capable and trustworthy systems are built here — by American institutions, talent, and industry.
Establish training, apprenticeship, and transition programs so that workers enter the AI economy with confidence rather than displacement, in every region and every industry.
Set forth clear standards for safety, security, and transparency — earning public confidence through rigorous evaluation, accountability, and openness.
Ensure that the prosperity these technologies create is broadly shared — strengthening communities, public institutions, and small enterprises, and not the largest interests alone.
An enduring national effort, accountable to the public interest rather than to any party, platform, or passing political season.
Trust is earned. Security, evaluation, and transparency are treated as the prerequisites of progress, and never as afterthoughts to it.
Progress is measured by how widely its benefits reach — across regions, incomes, and generations of Americans.
A deliberate, phased course from a founding framework to a nationwide undertaking.
Publish the framework, principles, and action plan, and establish an open, non-partisan charter for its governance.
Convene builders, workers, researchers, and civic partners. Build consensus and refine the agenda together.
Establish pilot programs in skills, safety standards, and access, demonstrating results that can be measured.
Extend proven programs nationwide, sustaining American leadership and broadly shared benefits over time.
